This is what we received today from the Scullen PTSA president Ann Matthews:
This morning we had our bi-monthly Presidents meeting led by Dr Daeschner (Dr D). He reviewed a number of items that I would like to bring you up to speed on.
1) MVHS Site/Boundaries. The administration is very close to finalizing its recommendation for site selection of the third high school. They anticipate releasing their recommendation to the public via listserv with supporting documents comparing considered sites on the website next week. Dr. D said that release would occur one week from today (1/15).
On January 22nd, the Board of Ed will meet to discuss the recommendation and will be encouraged to make a decision that night. Public comment is required but as of yet the Board has not finalized how public comment would work. It is likely that there could be personal time limits as well as an overall time limit for public comment.
The four consensus assumptions behind the site selection recommendation are:
* that there is an absolute need for a third high school
* that monies utilized will be capped at referendum amount plus interest plus land/cash monies available.
* that they will build a comparable high school to existing ones complete with pool, gyms, auditorium, fields, etc.
* that it would open as soon as possible
If decision is made by end of January, then there exists a timeline (with some acceleration costs built in) that will allow the third high school to open for 09-10 school year. The building would not open with all amenities such as the pool which would likely come on line in December 2009.
Dr D went on to state that approximately two weeks after the site selection, the administration will bring forth its recommendation for K-12 boundaries. Included in this recommendation will be some clean up to existing elementary school boundaries, boundaries for the 7th middle school, plus the anticipated high school boundary recommendation. He did say that he expected that the administrative recommendation would be communicated to the public prior to the Board meeting where it would be discussed similar to the process expected for site selection. Boundary changes would go into effect for the 09-10 school year.
He mentioned some thoughts on how boundary recommendations could be created:
* no split elementary schools
* there would be spilt middle schools (did not elaborate on number that would be spilt)
* equal distribution of high school students with new school having a maximum of 3000 (assuming that school that keeps the existing gold campus will be larger student number wise)
* to provide the least amount of movement given the site selected
* do not drive by one school to get to another
* transportation costs
* using major roads as natural delineation points (at this meeting he did not define which roads would be used in the administrative recommendation)
* based on expected high school site, he said a lot less people will spend time on bus getting to high school but that some small amount will have a longer ride time.
Related to MVHS- today the judge in the condemnation case ruled against a new trial. According to online versions of the papers (Sun and Daily Herald) the district has 30 days to pay for or release the BB land. A motion by BB was also dismissed.
2) Operating Ed Fund Referendum. It was confirmed at this meeting that the district will likely not come to the public in 2009 for an op ed referendum. 2010 or later is possible dependent on conditions.
3) Start times for schools are still being reviewed. The administration is looking into how it could move the start time for high school back (to maximize learning environment) without adversely affecting transportation costs.
4) All day kindergarten (ADK). At the 1/14/08 regularly scheduled Board of Ed meeting, the administration will forward its recommendation that the number of students necessary to have a class of half day kindergarten at the home school be 21. He expressed pleasure with the planning thus far for ADK.
5) Interventionists. Dr D is very pleased at the results the interventionists are having with our students who need additional help. The data and feedback are both positive.
6) Technology backbone. The district is in negotiations to have a dark fiber technology backbone as opposed to the wave system we currently utilize. He believes this is imperative to provide stability, redundancy, and optimal opportunities for our community. If negotiations go well, we could have a new network within 2 years.
7) School Improvement Plans (SIP). The administration is currently reviewing this process with our Principals. Currently the SIP plans across D204 schools look very similar. It is believed that schools should have SIP plans that are based on and speak directly to their population. Each school is different demographically so each SIP should be school specific. This is consistent with his previous comments that each school is different and that most decisions are best made on the school level.
When asked about what his perspective is on parents being involved in the SIP process (an idea included in NCLB), he was supportive in that it helped the process but he acknowledged selecting the parent representatives could be challenging.
This led to an interesting discussion about Site Based Decision Making. This process is law in the state of Kentucky where Dr Daeschner recently came from. In this model parent, teacher, and administration representatives from each school meet to set policy for the school. The state of IL does not mandate this decision making model.
8) Middle School Delivery Model. Presently the district is discussing possible changes to the existing middle school delivery model (see Scullen Scoop December Pres letter for more detail). The update is that is it possible that we could see some of these changes effective with next school year.

Dr. Who or Gatordog, what do you make of that? you are the king's of analysis....so does this mean they selected AME or Macom? Curious as to your take on this.

How about not passing one school to get to another. Can that be done at Macom or AME?
I am disappointed that he wants to use major streets as boundary lines. It makes no sense unless he just wants to ignore more imporatant issues.

...and what about the 25 acres? Such a deal.. we'll probably have to sell it back and lose $4 million on that transaction alone.. (I'm talking out of my butt here...but let's face it... our luck hasn't been great in the real estate department or the courtroom)

One good thing I garnered from this is that if the SD walks away from BB we are not on the hook for the damages (that was BB's Motion)

The judge said he could not rule for damages until the district abandoned the land. The attorneys for Brach brodie said they can file for damages after the SD walks away.

One good thing I garnered from this is that if the SD walks away from BB we are not on the hook for the damages (that was BB's Motion) Are you referring to the notes of the Dash meeting? where'd you take that away from? I did not have the same impression.
