I think that horn would probably violate more than a couple of city ordinances.
I don't know anything about the Crossroads Community Church that meets at NVHS, but I do know about a "Crossroads Church movement" (aka. Boston Movement or Discipling Ministries) that has been around for quite a while. I've been very suspicious about the one at NVHS and have wondered if it was the same thing, but I haven't found any evidence of that. I would actually have to go there to find out. In the past, it only took one step in the door to know it if was a "crossroads church" or not, but they may have changed their tactics. The crossroad movement churches that I've seen are usually very large (I think they would be considered MEGA churches). Here's what I know of the "Crossroads Church movement".
There used to be a Church of Christ in Gainesville, Florida that changed their name to the Crossroads Church of Christ. That's where the name of "Crossroads" comes from in this movement. After about a decade the center of the organization seemed to move to Boston. You can read more about the history of that here at this link:

In my opinion, which seems to be shared by several others), the "crossroads movement" or "Boston Movement" is a cult (or at least very cult like). This movement infiltrated many churches (mostly Churches of Christ) in cities and towns that had colleges or universities. There was a "Crossroads" type church at Eastern (EIU) back in the 80s. You know the story. Little Johnny goes off to college and comes back a changed man. He's in a cult. They like 'em young and gullible.
One of the news shows (20/20 or 60 minutes) did a segment about them in the past eight years that I just happened to catch.
There was a group of Crossroaders that met at the Medinah temple in Chicago on Sundays. They filled the place and I think they outgrew it. The were meeting in various locations around the suburbs because they had gotten so large. I know there was a group of them in Naperville, but I don't know where they met.
You can probably do your own research on the internet by using the terms:

When I knew about them, they were just about done with the name Church of Christ. They seemed to have taken the "Church of Christ" name, chewed it up and spit it out. There is a Church of Christ in Naperville on 75th street, but it's not a Crossroads church.
Here is my method of Crossroad movement determination:
1) When you step inside the door, are you separated from the people you came with and talked to about what you've done for Jesus lately? If you can say yes, it's beginning to look a lot like Crossroads.
2) When people talk to you there, do you have an overwhelming sense of guilt? If you say yes, then it's looking like Crossroads.
3) Do they talk about discipling, or want to be your prayer partner or discipling partner? If yes, it's looking more and more like crossroads.
4) Do they have "bible studies" called Soul Talks or Bible Talks? yada yada yada
You'll have to be the ultimate judge.
