You're definitely right, but it all depends on how many years one needs to become vested in Illinois. So, I guess it depends on how many years she had previously in Illinois, though she will probably need at least 3 years to have the higher salary significantly impact her pension. Not sure what her age is, but she does talk about grandchildren in the area. It's also interesting that teachers often retire early, but they seldom move to another state to take another teaching job. This definitely seems like a much more popular move for administrators.
Also, while I also ahve trouble finding the school assignments for the board members, I do know that in previous years the high school assignment generally followed the elementary school assignments. The one exception was that one of the board members is assigned to Indian Plains, the alternative high school, rather than NV or WV.
