SSSM, Seats on HS busses are a tricky thing.
Some of the kids ride both ways, some because of after school activities ride only in the AM. Some ride or not depending on their activities schedule, sports seasons or days of the week.
Some kids drive themselves, except when their parents don't let them or they run out of gas money or their friend doesn't drive.
I have a senior this year and I can tell you I never know how he's getting to school or home, it changes daily and yes sometimes he even rides the bus. There has to be a seat for him when he needs it, but I can tell you he is not using it everyday.
They probably calculate some kind of average, but there will always be empty seats.

And, yes, I agree, d204M, "too hard" seems like a poor excuse.
Maybe they are even concerned the new school doesn't open (GASP!) in 2009. Now that would be a good reason not to rebid the process right now.
Or maybe they are, like DW suggests, afraid that the new costs will make the weaknesses in their planning all too evident, and lead to more mayhem.
