It is pretty cryptic.
A couple things to remember. When our Board decided to convert the WV Freshman center and build another HS, without a doubt they added a number of admin positions. An additional cost each and every year that isn't going to teaching our children.
As for all those "ideas" out there, over time they won't amount to much as they amount to static savings (savings that do not grow). Salaries and benefits do grow, every year. And they grow exponentially (increases on top of increases).
As I have said, based on current trends in salaries and benefits, look for about $7.5 million in NEW COSTS (on average) every single year. The only way you can stop this train is to reform the system. Stop doing things like paying $100k for drivers ed teachers, giving anywhere near 6% races at end of career (or any other time for that matter). Pay more for math and science, less for physical education. Things like that. Open up the idea of competition in education, charter schools, etc.

It's going to be withdrawal for a few now that they can't build anything any more - the 204 Monopoly board is closed. Even after spending money for a HS we didn't need- the addiction to spending continued by expediting the building. Something has to give - but we'll have to wait until the PR firm delivers on what it will be that we will have to give up - or come up with more ante money
