City of Naperville Working to Reinstate Quiet Zone Along EJ&E ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
NAPERVILLE, Ill. - Due to concerns over the need for supplemental warning devices at the two Prairie Path crossings near Diehl Road, the Federal Railway Administration
(FRA) has denied approval of the Quiet Zone initially established along the Elgin, Joliet and Eastern (EJ&E) Railroad from 111th Street in Naperville to Batavia Road in Warrenville. The Cities of Naperville and Aurora, along with the DuPage Mayors and Managers Conference, are working to establish a new Quiet Zone from North Aurora Road to 111th Street since no further improvements are necessary along this stretch of railway. The city expects to have the Quiet Zone status in effect by the end of January 2009.
The Illinois Commerce Commission (ICC) expressed concerns over the current Quiet Zone status along the EJ&E Railroad from 111th Street in Naperville to Batavia Road in Warrenville. Upon request from the ICC, the FRA determined that additional warning devices would be needed at the Prairie Path crossings prior to qualification for Quiet Zone designation. In the future, the proposed Quiet Zone may be extended to the original northern limit in Warrenville if the Prairie Path improvements are completed.
In 2006, the Cities of Naperville, Aurora and Warrenville, along with the DuPage Mayors and Managers Conference, began working together to establish the Quiet Zone along the EJ&E from 111th Street in Naperville to Batavia Road in Warrenville.
A Quiet Zone designation requires locomotive engineers to refrain from using the train horns, unless deemed necessary for safety purposes. This project is not related to the proposed acquisition of the EJ&E by Canadian National Railroad. The process to establish the Quiet Zone began prior to the proposed acquisition.
