Are they allowed to bundle op with building funds in a ref question?
They had to split it out in '01 - 2 questions on the ballott - one for buildings and one for teacher pay (op).
Maybe they should split this out in '09 as well.

Don't forget the additional cost to operate the air conditioning after it is installed.

I would think that operating costs would just come out of a general maintenance budget. We don't see an itemized listing of heating bills or AC bills from the HS or MS. It certainly won't be free to run and will definitely add considerable cost to the bottom-line of operating schools but that isn't the main issue. Why in the world were ES built minus the AC - it would have never happened at the HS level but why at the elementary level? I know the whole debate of the fairness issue in the past, blah, blah, blah but it seems amazing that a building in today's world would have ever been built without it. I wish we would have had the foresight back then to say AC was a non-negotiable. Obviously, hindsight is 20-20.
The cost to put in air conditioning is highly cost-prohibitive. I hate to say it but I just don't think spending the money on a statistical survey is going to be worth it. I just don't see the majority of the voting public supporting the cost of AC. I wish that weren't true but I'm afraid it is.
