NV overcrowding question

I heard it said that NV will be very overcrowded at the time the new HS opens and for the first two years. I understand why WV will be overcrowded (freshman campus closing, juniors & seniors stay) but why would NV be overcrowded when they are only losing kids and keeping their freshman campus? What am I missing?

2009 - fewer 9th graders in Gold, fewer 10th graders in Blue
2010 - fewer soph & junior in Blue

IIRC the Jr's and Sr's will remain at the school they were in for Soph. So the areas switching to WVHS from NVHS will also gradually switch over.
